Risan has existed as far back as the 3rd century BC when it was a fortress built by the Illyrians in which their Queen Teuta took refuge. This area was later developed by the Roman Empire when they invaded and captured the town. This town changed hands many times and has belonged to the rulers of the Zeta State, Bosnia and Herzegovina, the Dubrovnik Republic, the Turks the Venetians and the Austrians. However, it is most famous for the Roman mosaics and ancient roman structures.

There are also cave drawings on a cave situated outside the town of Lipci that are thought to date back to the 8th century BC.

This seaside town is located about midway between Kotor and Herceg Novi.
